CODE SPECIALIST

Hempfield Township in Westmoreland County is seeking qualified applicants for the full-time position of code specialist. This position performs a variety of technical duties in support of the township’s code enforcement program, including monitoring and enforcing township codes and ordinances, performing residential building inspections, and other related duties as needed. Applicants should have a high school diploma or G.E.D, a valid driver’s license, one to three years of experience as a member of a building or code department, certification as a residential building inspector, or any equivalent combination of education and experience.

ASSISTANT TOWNSHIP MANAGER

Findlay Township, a township of the second class in Allegheny County, has an opening for an assistant manager. This position involves high-level administrative and financial work in providing assistance to the township manager.

BOROUGH MANAGER

The Borough of Kennett Square in Chester County, population 6,500, is seeking a borough manager. The borough has a seven-member council elected at large, 42 employees, and an $11.5 million budget; professional staff, supportive council. The previous manager served six years.

Kennett Square is known as the “Mushroom Capital” and features such attractions as the Wyeth Brandywine Art Museum, Longwood Gardens, the famous Talula’s Table restaurant, and the Brandywine Battlefield. The borough has nationally recognized schools and is located near the University of Delaware and West Chester University.

A bachelor’s degree is required; master’s degree preferred. Three years of experience as a municipal manager or assistant manager are required; an equivalent combination of education and experience will be considered. Successful experience in economic development and financial management is desired.

CITY MANAGER

The City of Altoona in Blair County, population 45,000, is seeking applicants for the position of city manager. Altoona has a seven-member council elected at large, 250 employees, and a $32 million budget. The last manager retired after 17 years in the position.

The city, located in the picturesque mountains of central Pennsylvania, is home to the Altoona Campus of Penn State University, with 4,500 students, and the famous Horseshoe Curve Railroad Museum. Area residents also enjoy the arts, music, theater, and sports, including the Altoona Curve AA professional baseball team.

A bachelor’s degree and at least five years of municipal management experience are required; a master’s degree and additional years of experience are preferred. An equivalent combination of education and experience will be considered. Successful experience in economic development and financial management are also desired.

FINANCE DIRECTOR

The Board of Directors of the Borough of Conshohocken Authority in Montgomery County is seeking applicants for a full-time finance director. The position’s primary functions are the accurate recording of all receipts and expenditures and maintenance of all journals, general ledgers, escrow funds, and all other authority accounting records according to established authority practice and generally accepted accounting standards.

The finance director will help prepare quarterly and annual financial reports and the annual audit, and will review bookkeeping-related work by other clerical staff. The position will generally require a 40-hour week; however, additional effort may  be required at times. Attendance at regular and special board and/or committee meetings is expected.

Candidates should have considerable experience in bookkeeping and/or college accounting courses and extensive knowledge of accounting principles and office practices. An accounting degree is preferred but not required for the right candidate. TOWNSHIP MANAGER

New Hanover Township in Montgomery County is seeking qualified applicants for the position of township manager. One of Pennsylvania’s fastest growing townships, New Hanover has about 11,000 residents and covers 21.6 miles of land. Appointed by a five-member board of supervisors, the township manager oversees the day-to-day operations of the local government, manages a $3 million budget, and implements policy established by the elected board.

Additional job responsibilities include:
      • overseeing all municipal financing;
      • directing all human resources activities, including benefits, payroll, employee relations, and overall personnel management, as well as overseeing the management of both full- and part-time employees, a police department, and a sewer authority;
       • working closely with elected supervisors to formulate a vision, priorities, and plans for short-, mid-, and long-term goals and objectives associated with the township’s character and future; and
      • promoting the township’s goals and objectives through regular and consistent interaction with residents, business owners, employees, and government officials.

Job requirements include:
      • five or more years of experience in municipal management or planning, public administration, or public works;
      • a bachelor’s degree in public administration, municipal management, or planning (master’s degree is desirable);
      • a working knowledge of the Second Class Township Code;
      • experience managing both union and nonunion employees (collective bargaining skills are strongly preferred);
      • an understanding of federal, state, local, and special interest grants available to municipalities;
      • demonstrated superior interpersonal and communication skills (ability to influence other stakeholders is a must); and
      • a high level of proficiency with Microsoft Office products and other types of office equipment.

CHIEF OF POLICE

The Township of Kingston, a home rule community with a population of 6,999 located in northern Luzerne County, is accepting applications for the position of chief of police. Minimum requirements are five years of law enforcement experience, with three years as police chief, assistant chief, or sergeant. Preferred qualifications are 10 years of law enforcement experience, with five years of supervisory experience in a similar or larger department as a shift sergeant, lieutenant, or assistant chief.

The police chief leads a force of 10 full-time uniformed officers and is responsible for all aspects of departmental management. The chief reports directly to the township manager, is part of the township’s administrative team, and shares responsibility for supporting programs and exercising control and supervision of the department budget. The chief must be willing to contribute as a member of the administrative team in achieving the township’s goals and overall mission.

Candidates must meet POST requirements established by Pennsylvania state statutes or secure reciprocity within one year. The successful candidate should have a combination of education and experience to ensure the requisite knowledge, skills, and abilities to perform the job. The ideal candidate will have excellent public and interpersonal skills and exceptional personnel management skills, be able to provide solutions to complex problems and issues, and have a proven leadership record in a law enforcement setting.

Salary will depend upon qualifications. Candidates must pass a physical examination, mental evaluation, drug screening, and background check. The chief must establish residency in Kingston Township within 36 months of the date of hire.
