Horner Re-elected First Vice President of Pa. State Association of Township Supervisors

Members of the Pennsylvania State Association of Township Supervisors have re-elected Tim Horner, chairman of the board of supervisors in Chapman Township, Clinton County, to a second one-year term as the association’s first vice president.

The election took place during PSATS’ 91st Annual Educational Conference and Trade Show, held April 21-24 in Hershey. This is the largest municipal event of its kind in the state, with close to 4,000 attendees. The conference attracted township officials from every county in Pennsylvania except Philadelphia, which has no townships.

Horner also is chairman of the association’s Executive Board, which is made up of PSATS’ five officers, seven Executive Committee members, and the immediate past president. The board is responsible for managing the affairs of the association and meets frequently throughout the year to conduct business and plan new projects that will benefit member townships.

The Pennsylvania State Association of Township Supervisors represents Pennsylvania’s 1,455 townships of the second class and is committed to preserving and strengthening township government and securing greater visibility and involvement for townships in the state and federal political arenas. Townships of the second class cover 95 percent of Pennsylvania’s land mass and represent more residents — 5.5 million — than any other type of political subdivision in the commonwealth.

Before his election as first vice president, Horner served as PSATS’ second vice president, secretary-treasurer, and assistant secretary-treasurer. He also was a member of the association’s Executive and Finance committees. Horner has served as vice chairman of the Executive Board and currently serves on the association’s MS4 (storm sewer) Work Group, Succession Planning Committee, Annual Conference Planning Committee, and Grassroots Lobbying Network, which addresses legislative issues that affect every Pennsylvanian who lives in a township of the second class. He is also the board liaison to the PSATS Finance Committee and serves as a trustee and vice president for the Pennsylvania Local Government Investment Trust.

Horner is a roadmaster for the township and the technician and plant operator for the Chapman Township Water Authority. He also is chairman of the township planning commission, the Western Clinton County Council of Governments, and the Clinton County Revolving Loan Fund. Horner serves as vice president and chairman of the Operating Committee of the Renovo Community Trade Association and has served as president and vice president of both the Clinton County and York County Associations of Township Officials. He is a past member of the Governor’s Local Government Advisory Committee.

Horner is the local registrar of vital statistics and serves on the boards of the Renovo Area Heritage Park and the Clinton County Enterprise Zone and is a trustee and captain of the Chapman Township Fire Company Fire Police and member of the Upper/Middle Susquehanna Basin Regional Water Resources Committee. He is president of the Sinnemahoning Sportsmen’s Association, is an endowment life member of the National Rifle Association, and is a member of the Pennsylvania Firewise Task Force and the Elk’s Lodge BPOE 334 and Moose Lodge 368.
